There Is No Single ‘Proof of Address’ in Portugal

The right document depends on who is asking and what they are trying to prove

A lease, utility bill, fiscal-domicile certificate and Junta de Freguesia certificate can all prove an address in different contexts — but they do not prove the same legal fact. For where address evidence fits into the broader newcomer admin sequence, use the first 30 days in Portugal checklist.

“Send proof of address” sounds like a simple request until you live in Portugal.

A bank may want an address document. The Tax Authority wants your domicílio fiscal. AIMA wants to know the legal basis on which you occupy a specific property. IMT may need address evidence for a driving-licence procedure. A Junta de Freguesia can attest the fact that you live in the parish. For the driving-licence use case, see exchanging a foreign driving licence in Portugal.

The document is only good if it proves the fact the receiving institution is asking about.

proof of address Portugal foreigner: 1. Fiscal address: Certidão de Domicílio Fiscal

The Portuguese Tax Authority defines fiscal domicile for an individual as the person’s habitual residence address recorded against the NIF.

AT’s current address page says that, when you need to prove that registered address, you can obtain a Certidão de Domicílio Fiscal, available in Portuguese and English.

This is a strong document when the question is: “What address is registered with Finanças?”

It is not the same thing as proving that you have a valid lease or that AIMA accepts the legal basis of your accommodation.

AIMA’s current residence guidance asks for a sworn declaration of the address and the legal basis on which the applicant lives there.

AIMA’s published accommodation clarification describes the evidence more concretely:

How you occupy the homeAIMA evidence logic
Owner / usufructuaryProperty-registry certificate or access code proving ownership/usufruct
TenantRental contract identifying the applicant + recent rent receipt under AIMA’s clarification
Comodatário / free-use agreementComodato contract + current property-registry evidence
Not named in the underlying contractAdditional evidence/declaration from the person/entity providing the accommodation may be required

A utility bill with your name may support the real-life address, but AIMA’s housing question is deeper: why are you legally entitled to use this property? For family reunification, use the route-specific housing-evidence guide because that dossier asks a narrower question than generic proof of address.

3. Junta de Freguesia: an atestado proves the fact of residence

A 2025 uniform legal interpretation approved by the Secretary of State for Local Administration clarified an important point for foreign residents.

A parish council’s residence certificate (atestado de residência) is about attesting the fact that the person resides at a location, not deciding whether the person’s immigration status is legal.

The interpretation says proof can be based on direct knowledge by parish officials, testimony from two registered voters in the parish, or other legally admissible evidence. Relevant documents can include a rental contract or water/electricity bills showing the complete address.

A Junta therefore should not turn a residence certificate into an immigration-permit test. The president still evaluates whether the evidence supports the fact being attested.

4. Lease and rent receipts

A signed lease proves a contractual right to occupy the property. A current rent receipt helps show the arrangement is active.

Article 30 covered rent, deposits and receipts. For address proof, keep the lease and electronic rent receipts together rather than assuming the lease signed a year ago always proves current occupancy by itself.

5. Utility bill

Electricity, water or gas bills with your full name and address can be useful supporting proof for banks, parish councils and other organisations.

But utility bills have limits:

  • the contract may remain in a landlord/partner’s name;

  • a bill proves service at an address, not necessarily the legal right to occupy the property;

  • some institutions require a recent bill; others will not accept utility bills at all;

  • mobile-phone bills can be treated differently from fixed utility bills.

Updating the fiscal address

AT’s current guidance says foreign/national people without a Citizen Card must report address changes within 60 days when the change also changes resident/non-resident tax status, and within 15 days for other address changes. For the broader cross-agency sequence after a move, continue with the Portugal change-of-address checklist.

gov.pt’s moving-home guide also tells people changing habitual residence to update the fiscal domicile and other records.

An old Certidão de Domicílio Fiscal is not evidence that your current address is correct if you never updated the register.

The proof-of-address folder I would keep

  • Signed lease/deed/comodato document.

  • Recent rent receipt where applicable.

  • Recent electricity/water bill if in your name.

  • Current Certidão de Domicílio Fiscal.

  • AIMA address declaration / landlord evidence used in the residence file.

  • Junta atestado if you obtained one for a specific procedure.

You may never need all six at once. The point is that each belongs to a different layer of the address story.

The rule that prevents most rejections

Before uploading a document, rewrite the institution’s request as a question.

“Where does Finanças have me registered?” → fiscal-domicile certificate.

“What gives me the right to live in this property?” → lease/deed/host/comodato evidence.

“Can the parish attest that I actually live here?” → Junta process.

Once the question is clear, “proof of address” stops being a mysterious universal document.
