Tax and financial documents arranged with a calculator and notebook — how to get NIF Portugal foreigner

Your NIF Is a Number. Your Tax Residence Is a Status.

The first Portuguese admin distinction every newcomer should get right

A NIF opens doors to contracts, banks and tax administration. It does not, by itself, make you Portuguese tax resident — and the number does not change when your residence status changes. For where the NIF fits among the other early setup tasks, use the first 30 days in Portugal checklist.

Many newcomers get a NIF before they have a Portuguese address, before they receive a residence card, and sometimes before they have even decided whether Portugal will become their tax home.

That is normal.

The Portuguese Tax Authority says the NIF is a nine-digit identification number and it remains the same whether the holder is registered as resident or non-resident.

The NIF identifies you. The tax register describes your status. Do not confuse the number with the status attached to it.

how to get NIF Portugal foreigner: What the NIF actually does

Portugal’s current gov.pt service page describes the NIF as necessary for ordinary legal and economic activity, including contracts and opening bank accounts.

  • Signing many contracts and leases.

  • Opening a Portuguese bank account.

  • Employment and payroll administration.

  • Tax declarations and dealings with the Autoridade Tributária (AT).

  • Linking later administrative records such as Social Security or health coverage.

A foreigner can request a NIF whether resident or non-resident in Portugal.

Two starting points

Starting situationWhat the tax record usually needs to showPractical implication
You live abroad and need a NIF before movingForeign address / non-resident status + identity evidenceUseful for pre-arrival banking, contracts and setup.
You already meet Portugal’s tax-residence conditions and have valid residence evidencePortuguese tax-resident status + Portuguese addressYour AT record should reflect the real residence position.

Getting the number before moving

The Tax Authority’s current English NIF page says a foreign citizen can apply in person at a Tax Office/Citizen Shop or online through e-balcão via a legal representative.

For a foreign applicant, the basic document set includes identification such as a passport and evidence of the foreign address where that address is not already shown. Third-country applicants may also need to show a valid entry visa when presenting the passport.

If a representative files the request, the AT asks for the representative’s identification and a power of attorney with the required powers.

Representative, fiscal representative, electronic notifications: three ideas that get mixed together

A legal representative who submits the NIF request online is not necessarily the same thing as a fiscal representative who remains the formal contact with the Tax Authority after the NIF is issued.

For third-country residents outside the EU/EEA, the representation rules have changed in recent years. The Tax Authority’s current FAQ says that, where a non-resident in a third country establishes a Portuguese tax relationship, the person generally must either:

  • appoint a fiscal representative in Portugal; or

  • adhere to an accepted electronic-notification channel.

There is an important exception: if the non-resident carries out self-employed activity in Portugal subject to VAT, the fiscal representative must be a Portuguese VAT taxpayer; electronic notifications do not remove that specific representation requirement.

Because the gov.pt NIF service page still uses simplified wording about third-country non-residents, I would check the current AT representation FAQ whenever the applicant’s post-NIF tax relationship matters.

The NIF does not decide tax residence

Article 19 already explained Portugal’s tax-residence tests for remote workers. The principle applies to everyone.

You can hold a Portuguese NIF while still registered as a non-resident. Conversely, once the facts make you Portuguese tax resident, leaving the NIF marked as a foreign-address non-resident record can create administrative problems.

The number stays the same. The address/residence status in the tax register changes.

When should the tax address/status be updated?

The answer depends on the underlying tax-residence facts, not the day you received the NIF.

If you move to Portugal and meet the applicable residence test, update the AT record within the relevant statutory timeframe. For remote workers, Article 19 explains the 60-day update guidance currently published by the Tax Authority.

Do not mark yourself resident merely because a landlord, bank or adviser says “a resident NIF is better”. The record should match reality.

The new 2026 shortcut — if you already have a Portuguese address

Since September 2026, qualifying foreign residents/applicants with a Portuguese address can request NIF, NISS and SNS user number together at participating Citizen Spaces.

The current gov.pt service is available to foreign people without a Portuguese Citizen Card who have, for example, applied for or obtained residence authorisation, or who fall into other listed categories.

This is a convenience channel. It does not merge the legal meaning of the three numbers.

What I would keep after receiving the NIF

  • The official NIF allocation document.

  • Portal das Finanças credentials / access arrangements.

  • Proof of the address currently registered with AT.

  • Evidence of any fiscal-representation arrangement or electronic-notification election, if relevant.

  • A reminder to update status/address when the tax-residence facts change.

The newcomer mistake to avoid

Do not spend money repeatedly “getting a new resident NIF” after moving. Your NIF is permanent.

What changes is the taxpayer record behind it.

One person, one NIF. Different stages of life, different tax status.
