Do Not Sign a 24-Month Internet Contract on Your First Afternoon

A newcomer’s three-stage connectivity plan for Portugal

Get connected immediately, test the real coverage at your address, then decide whether a long fixed-line contract, a short commitment or a no-lock option actually suits your home. For where connectivity sits among the other first-week tasks, use the first 30 days in Portugal checklist.

You land, buy a SIM, collect the keys and discover that mobile data is doing all the work.

That is not an emergency. It is often the best time to avoid an unnecessary two-year decision.

Portugal’s telecom market includes no-loyalty, 6-, 12- and 24-month contract structures. The law caps consumer loyalty periods at 24 months and requires operators to make offers without loyalty periods available as well.

Connectivity on day one and your long-term telecom contract do not have to be the same purchase.

internet mobile plans Portugal expat: Stage 1 — first 72 hours: solve connectivity, not optimisation

A prepaid or flexible mobile SIM/eSIM gives you time to test the building, commute and neighbourhood before bundling mobile and fixed internet.

If you already have an EU mobile plan, roaming can sometimes cover the landing period, subject to your provider’s fair-use rules.

The objective is simple: enough data for maps, banking, government portals, video calls and apartment setup.

Stage 2 — test the actual address

Fibre marketing is national; installation is address-specific.

  • Run the coverage checker for the exact apartment, not only the postcode.

  • Ask whether the building has an existing fibre termination/installation point.

  • Check upload speed if you work remotely; headline download speed is only half the story.

  • Think about Wi‑Fi inside the apartment — thick walls can matter more than 1 vs 2 Gbps at the router.

  • If fibre is unavailable, compare fixed wireless/5G options before accepting a slow legacy line.

Stage 3 — choose the contract shape

Portugal’s Electronic Communications Law requires operators to offer services without loyalty commitments and permits loyalty periods of 6, 12 and 24 months where the consumer receives identified/quantified benefits. The maximum is 24 months.

Contract styleBest fitWatch for

Short loyaltyYou want some installation/promo benefit without locking two yearsConfirm exact termination formula
24 monthsStable address and clear long-term needMoving, early exit, bundled services and equipment obligations

A 2026 price snapshot — not a ranking

Plans change quickly; these examples are only a dated market snapshot.

Provider / public offer observedExample current offerCommitment / note
DIGI500 Mbps fibre €7/month; 1 Gbps €10/month3-month loyalty on listed fibre offers
NOS500 Mbps internet-only €27/month; 1 Gbps €30/monthCheck selected offer’s contract/loyalty conditions
MEO1 Gbps internet-only €29.99/monthCurrent public page; campaigns can add conditions

The fact that one provider is cheaper on a public page does not make it the correct choice for your address. Availability, upload, installation, router/Wi‑Fi, mobile bundle and commitment can dominate the headline price. If you are budgeting a Lisbon household, place telecom inside the Lisbon cost-of-living model; for electricity, water and gas, use the Portugal utilities-cost guide rather than mixing those costs into the telecom comparison. Utilities setup: electricity, water and gas.

The contract summary matters more than the salesperson’s promise

Before accepting, read the written contract summary/conditions: monthly price after promotional periods, installation, router/equipment, loyalty benefit, early-termination formula, extras and what happens when the initial period ends.

The law states that after an automatic extension of a contract with a loyalty period, users can terminate at any time with a maximum one-month notice and without exit costs other than service during the notice period.

Moving home during the loyalty period

Newcomers may also need a foreign-licence exchange.

ANACOM says that when a consumer changes permanent residence and the provider cannot provide the contracted service or an equivalent service at the new address, the consumer can cancel without charges for breaching the loyalty period, using the required notice/evidence.

That is not a blanket right to exit merely because you prefer another provider at the new home. The key question is whether the current operator can provide the contracted/equivalent service.

Keep your Portuguese mobile number

Number portability lets you keep the number when switching providers.

ANACOM says the user normally provides ID plus the CVP (Código de Validação da Portabilidade). Portability should occur on the agreed date within the shortest possible time and within one working day from that date; the interruption window can be up to three hours.

Save the CVP from your bill/customer area. It is one of those small codes that becomes urgent only when you are already trying to switch.

What speed do you actually need?

100–500 Mbps

Enough for most small households, video calls, 4K streaming and normal cloud work if the local network/Wi‑Fi is good.

1 Gbps

Useful for larger households, large uploads/downloads and multiple simultaneous heavy users; rarely fixes poor Wi‑Fi by itself.

2–10 Gbps

A niche need for most homes. Check whether your wired devices, Wi‑Fi hardware and actual workflows can use it before paying for the number.

The newcomer telecom rule

  1. Buy immediate mobile connectivity first.

  2. Test fibre/5G availability at the exact address.

  3. Read no-loyalty and shorter-commitment offers before defaulting to 24 months.

  4. Compare total contract cost and post-promo price, not only month one.

  5. Save the contract summary, equipment-return rules and CVP.

  6. Only bundle mobile + fixed internet when the bundle is actually cheaper/useful for your household.
