NOT YET AVAILABLE at Portuguese consular offices
Law 61/2025; Article 57-A
Implementing order defining specialised skills
Compare existing employer-based and other residence routes
A transparent, evidence-led status guide for people considering Portugal without a job offer: what Article 57-A says, why the old job-seeker route ended, why consular applications remain unavailable on the evidence reviewed, and which real alternatives exist.
CURRENT STATUS: Do not book travel or pay an intermediary for an assumed job-seeker appointment. The old general job-seeker route stopped being accepted on 23 October 2025; VFS Portugal notices say the replacement qualified category awaits a ministerial definition of specialised technical skills and related implementation. Article 57-A already contains a 120-day + possible 60-day statutory framework, but that does not itself make applications open. Recheck official consular notices before publication or action. J1, J2, J3, J4, J5
| Applicant situation | Current legal reading | Responsible next step |
|---|---|---|
| No offer, hoping to apply for old job-seeker visa | Old general route not accepting new applications since 23 Oct 2025. J2, J3 | Do not buy an appointment or rely on old 2023–2024 checklists. |
| Highly qualified, no offer | Future Article 57-A route exists in legislation, but skills ordinance/operational channel not verified as available. J1, J4 | Monitor ministerial ordinance and competent consular instructions. |
| Qualified candidate with Portuguese employment contract | D1 / Article 59 or Article 61-A high-skill entry, depending on the case. J6, J7 | Assess contract terms, employer, role and jurisdiction. |
| High-skill worker meeting Blue Card conditions | EU Blue Card or Article 90 route may be relevant. J8, J9 | Check salary multiplier, qualifications and role; this is not an open search visa. |
| Employer participating in regulated recruitment protocol | Existing employer-sponsored legal routes, not an extra standalone visa. J11 | Ask employer for real contract and competent consular pathway. |
| Tourist hoping to switch to work after arrival | Do not presume visitor entry authorises work or ordinary in-country conversion. J2, J6 | Obtain individual immigration advice and follow the appropriate legal route. |
This table maps requirements; it does not substitute for a case-specific immigration decision or current authority checklist.
Each chapter links a legal proposition to the evidence that would need to support it.
Following Law 61/2025, the old Portugal job-seeker visa accepting general applicants ceased to operate in its former form on 23 October 2025. It was replaced in Article 57-A by a proposed route for people with specialised technical competencies. Consular service-provider notices expressly say the new category cannot receive applications until the required implementing regulation is in place. J1, J2, J3, J4
At this editorial review, we have not verified that the necessary implementing ordinance or a new, operational official application channel has opened. Accordingly Portugal Path should label this page “Not currently accepting new applications — recheck before travel”, not market a visa package, guaranteed slot or reservation.
This is a living-status page: its purpose is to distinguish an enacted legal possibility from a real consular service. If the relevant regulation is later published, the availability banner, eligibility matrix, evidence list and FAQ must be re-reviewed rather than silently left stale.
Law 61/2025 amended Article 57-A from a broader job-seeking route to a “visto para procura de trabalho qualificado”. Applicants must possess specialised technical competencies defined by an ordinance involving the ministries responsible for foreign affairs, migration, education and labour. J1, J2
Official consular/VFS notices communicated that previously booked appointments were cancelled and new general job-seeker filings would not be accepted. The practical change affected applicant strategy immediately: a person without a job offer could no longer assume the old route remained available merely because internet articles or application forms still existed. J3, J4
The old category and the future qualified category are not two simultaneous options. Editorial copy that lists them side by side as open products would be misleading.
Article 57-A(5) leaves the definition of specialised technical competencies to a later joint ministerial ordinance. Unless that rule is specified and consular instructions activated, applicants cannot reliably determine the qualifying professions, required evidence or submission criteria. J1, J4
VFS’s Portugal/India notice says that applications can be submitted only after the new visa is regulated, and that its information will be updated once available. The Portuguese consular notice circulated in Angola similarly identifies the ordinance and amendment of Regulatory Decree 84/2007 as dependencies. J3, J4
Neither a ministerial speech about attracting talent nor Article 57-A’s existence by itself proves that a consulate is accepting cases. An operative checklist and booking category are separate operational facts.
The consolidated Article 57-A text continues to state an initial 120-day visa, extendable for sixty further days, permitting one entry. It also discusses an appointment within the initial period and a route to residence where suitable employment starts and general residence conditions are met. J1, J2
These provisions are worth reporting accurately, but they do not establish that any applicant can use them today. The qualification list, detailed procedure and consular intake rules remain the gating issue at this review.
Do not present “180 days in Portugal to find any job” as a current purchasable benefit. Even if the future scheme becomes operational as drafted, it is directed to highly qualified work, with separate immigration and professional conditions.
The statutory text refers to specialised technical skills but requires those skills to be defined by a specific ministerial ordinance. At this review, a final official list establishing eligibility for the future route has not been verified. J1, J4
Degrees, certifications, years of work experience and sectors such as engineering or IT may become relevant, but it would be irresponsible to claim that all software developers, nurses, architects or tradespeople automatically qualify. Even highly qualified candidates should not be told that their profession is already officially on the list.
While awaiting regulation, build a professional dossier for possible employer-sponsored routes: qualifications, legally recognised licences where relevant, detailed career evidence, references, CV and an evidence-backed job-search strategy.
VFS Portugal’s published communication says consular offices and their visa centres stopped accepting old job-seeking applications from 23 October 2025, and the skilled category can accept applications only once the new rules are issued. At this review there is no verified current open slot for this route. J3, J4
An appointment advertised by a third-party agent, screenshot of a legacy portal or vague confirmation from a WhatsApp group is not proof that the competent Portuguese consulate has opened the correct category. Ask for the government/consular source, visa class and live checklist.
If a later opening occurs in a particular consular jurisdiction, record the source date and country-specific procedure instead of implying all embassies use one global booking page.
Law 61/2025 contains transitional language for procedures begun before its entry into force. However, a pending application, a booked but cancelled appointment and a future application are not legally identical. Each depends on whether and when an administrative procedure was properly initiated. J2
Consular announcements stated that some appointments from 23 October 2025 were cancelled following the new legislation. Do not assume that a cancelled slot amounts to a preserved right to lodge a new old-category application. J4
Keep the original appointment receipt, payment records, correspondence, submission confirmation and all authority communications. A legal assessment should classify the actual status rather than promise grandfathering.
For candidates with a genuine Portuguese employer, the ordinary salaried-employment residence visa under Article 59 or the highly qualified work visa under Article 61-A may be the relevant route, depending on contract, role, compensation and credentials. These are independent legal pathways; they do not require the skilled job-seeker category to open. J6, J7, J10
Before recommending a category, verify the employer’s legal identity, whether the job is salaried, its duration and remuneration, the employee’s credentials and the applicable consular jurisdiction. The existence of a job offer does not automatically guarantee a visa.
A candidate who obtains employment before travelling should not keep pursuing a non-operational job-search category merely because older blogs portray it as easier.
An EU Blue Card is a residence pathway for suitably qualified third-country nationals with eligible highly qualified employment, a contract or promise of at least six months and a salary test linked to Portugal’s national average gross annual salary. Article 90 provides a separate nationally governed highly qualified residence arrangement. J8, J9
Neither is equivalent to an open job-search visa. An applicant without employment should focus on authentic recruitment, while a candidate already in negotiations should identify which signed employment route is available.
Do not publish a fictitious fixed 2026 salary threshold for a Blue Card or claim that every job in a technology company qualifies. The comparison should link to the dedicated Portugal Path Blue Card guide.
AIMA explains that the regulated labour-migration cooperation protocol is a structured employer-facing recruitment mechanism based on existing legal visa channels. It does not create a new statutory visa or waive requirements for consular approval. J11
An applicant should ask whether a genuine Portuguese employer is offering a real contract through the proper consular route, rather than accepting marketing that a protocol can independently legalise a tourist stay.
Portugal Path should clearly separate job matching or recruitment assistance from immigration advice and from representations to employers and authorities.
Schengen short-stay or visa-free entry, where available, has its own permitted activities and limits. A tourist visit must not be advertised as a lawful replacement for a suspended job-seeker visa or as automatic permission to work for a Portuguese employer.
The ordinary former “expression of interest” in-country regularisation process was removed for new cases in June 2024. Legal exceptions and transition rules require specific individual analysis; a tourist who finds a job should not presume an application from within Portugal is available. J6
If travelling for interviews or business meetings, check the law applicable to those precise activities, visa nationality rules, consular conditions and the limits on employment. Do not rely on a recruiter’s informal assurance.
Without an operative consular checklist, there is no reliable final “skilled job-seeker visa 2026 documents list”. Candidates can still assemble a high-quality employability and professional-credentials portfolio: current passport, CV, degrees, transcripts, work references, licences and career chronology.
For occupations requiring professional recognition, investigate the competent Portuguese body and processing requirements. For non-regulated sectors, obtain detailed employer references describing responsibilities, level and duration of experience.
Avoid spending money prematurely on police certificates, apostilles, accommodation or travel tickets where documents may expire before any real appointment opens. Timing and jurisdiction-specific admissibility should guide document ordering.
To mark the route as operational, the site should identify (i) the promulgated implementing ordinance specifying technical competencies, (ii) any required regulatory-decree updates, (iii) an explicit official consular notice accepting applications, and (iv) an actual category-specific procedure or checklist. J1, J3, J4
We recommend an internal change log displaying the last verification date, reference URLs, affected requirements and reviewer sign-off. If only an announcement of intent appears, keep the status “not verified open”.
The site should not auto-flip to “Apply now” based on a third-party advertisement, a recruitment-agency offer or a summary that lacks an official operational source.
Red flags include offers of guaranteed skilled job-seeker appointments while the category is not operational, unverified “invitation letters” for a no-offer route, fabricated employers, claimed personal contacts at consulates and promises of an automatic residence card after arrival.
Before paying a provider, demand a written service scope, refund terms, identity and legal status of the company, and an official reference showing that the proposed filing pathway exists. Legitimate recruitment assistance is not identical to guaranteed immigration approval.
Portugal Path should never frame payment as a way to overcome missing legal regulations or authority discretion. This is central to its positioning as a precision-led advisory brand.
An experienced engineer with no Portuguese offer should build a skills file and apply for genuine roles, not assume the future visa is already open. A person with a signed Portuguese employment promise may be screened for D1 or Article 61-A. A senior professional with a qualifying high-salary offer may merit a separate Blue Card analysis.
A candidate with a cancelled 2025 job-seeker appointment needs a chronology and official correspondence reviewed, not a generic statement that every old case is automatically protected. A tourist in Portugal should not plan an automatic conversion using an inapplicable legacy mechanism.
The practical recommendation should always specify the applicant’s current lawful location, type of role, employer evidence and what concrete legal step—if any—can happen now.
An intake can record nationality, lawful residence and intended consular post, occupation, education, certification, work history, languages and evidence of genuine employer engagement. Route-screening then distinguishes an unavailable visa from active employer-sponsored and highly skilled alternatives.
A written screening note should separate confirmed law from unissued regulations, document gaps from hard ineligibility, and today’s available actions from future contingencies. A transparent no-filing conclusion is a professional deliverable, not a failure to sell.
No guaranteed slot, application date, work right or residence approval should be promised. Qualified counsel should review exceptional immigration status or transitional-procedure questions.
Illustrative screening cases, not client testimonials, approval predictions or personalised legal advice.
Assessment: Old general job-seeker application is closed; the future skilled route has no verified live intake. Seek genuine employer recruitment and reassess when regulations appear.
Key risk
An agency advertising a guaranteed current appointment is a red flag. J3, J4
Assessment: Screen the ordinary employment (D1/Article 59) or other suitable work route; do not wait for an unavailable job-seeker category.
Key risk
Check the role, recognition requirements and employer documents. J6
Assessment: Assess Article 61-A, Article 90 or EU Blue Card prerequisites where appropriate; employer-sponsored application can be evaluated separately.
Key risk
A Blue Card is not automatic from title alone. J7, J8, J9
Assessment: Preserve original notice, payment and consular correspondence; distinguish a booked appointment from a formally submitted pending case.
Key risk
Do not promise old-category grandfathering without procedural facts. J2, J4
Record competent country/consular office, dated official notice, implementing ordinance, updated regulatory decree and current booking category.
Nationality, passport validity, lawful residence in country of application and consular allocation; do not order expiring documents prematurely.
Chronological CV, degree, transcripts, authenticated employment letters, certificates, occupation and technical duties.
Identify Portuguese licensing body, recognition, language requirements and potential conditional employment start.
Portuguese employer identity, contract or promise, job description, salary, worksite and correct D1/Article 61-A/Blue Card category.
Old appointment receipts, actual submission proof, cancellations, payments, dated e-mails and any consular responses.
Document realistic relocation budget, housing and arrival contingencies; no current official skilled-visa means amount asserted.
Agency contract, fees, refund policy and proof any proposed appointment corresponds to a currently operational official category.
Each factual assertion should be supported by a current, authentic document. Identity, chronology, legal basis, money flow and third-party verification must tell one consistent story. Specialist representation may be required.

At this review we found no verified operational consular intake. Portuguese VFS notices state that the replacement route awaits the necessary specialised-skills regulation. Check the competent consular authority for any subsequent change. J3, J4
Law 61/2025 narrowed the scheme to qualified job seekers from 23 October 2025. The earlier general job-seeker process stopped accepting new applications in its former form. J2, J3
Yes. Article 57-A of Law 23/2007 now refers to a skilled job-seeking visa and requires specialised technical skills, subject to implementing rules. A legal provision is not evidence that consular bookings are active. J1
Article 57-A(5) requires a ministerial ordinance defining the specialised technical competencies. Consular communications also reference required updates to Regulatory Decree 84/2007. Those are central operational dependencies. J1, J4
No reliable opening date was verified in the official information reviewed. A prediction from a commercial website or recruiter is not an official launch announcement.
The published VFS Portugal notices say old applications stopped and the new skilled type may only be submitted after regulation. Do not pay for a purported current slot unless the competent authority confirms its validity. J3, J4
An application cannot lawfully bypass the missing implementing criteria merely by changing jurisdiction. If official national instructions later change, verify the lawful consular post for your nationality and residence before booking.
No agent can lawfully promise a category-specific appointment that the authority has not opened, or guarantee approval. Demand a dated official booking link and written service terms.
The law speaks of specialised technical competencies to be defined in an implementing ordinance. Until that instrument is confirmed, do not invent a degree-only rule or a universal list of eligible professions. J1
No definitive current occupation/skills list for an operational qualified job-seeker filing was verified in this research. Sector labels such as “IT”, “nursing” or “engineering” should not be presented as automatically eligible.
A future implementing ordinance may address admissible qualifications or experience, but the precise skilled job-seeker test cannot safely be stated before that regulation is verified.
Do not invent a current qualified job-seeker salary threshold. Employment-based alternatives such as the Blue Card have distinct salary tests tied to an actual job, which should not be transplanted into Article 57-A. J7, J9
Yes. Article 57-A contains an initial 120 days with a potential sixty-day extension and one entry. That statutory design does not mean the category is open now or provide an operative application checklist. J1
The future framework is directed to highly qualified professional activity under Article 57-A and includes conditions for subsequent residence. Because the application channel is not verified open, it is misleading to promise immediate work authorisation to a prospective applicant. J1
Entry for tourism does not automatically authorise local paid work or open the repealed ordinary in-country regularisation route. Obtain advice on the precise circumstances before travel. J6
Do not assume a conversion is ordinarily available. The lawful entry basis, nationality, timing and any statutory exceptions require an individual legal assessment. A genuine Portuguese offer often points to a consular residence-visa process. J6
Probably not solely for this route. Screen current employment visa categories including Article 59 and Article 61-A, depending on the position and contract. J6, J7
D1 concerns a genuine Portuguese employment arrangement with a contract or promise under its own conditions. The contemplated Article 57-A route aims at eligible skilled people seeking work without that established contract, but is not verified operational. J1, J6
For an individual with qualifying highly skilled employment, credentials and salary, the EU Blue Card may be relevant. It is not a substitute job-search visa for someone without a contract or promise. J9
No. AIMA says the protocol uses existing legal employment visa routes and does not itself create a new category or reduce consular requirements. J11
Official communications record cancelled appointments following the change. Your rights, if any, depend on whether a procedure was validly initiated, its date and the authority’s actions. Keep documents and obtain tailored review. J2, J4
Refund treatment depends on the particular payment, provider terms and consular decision. Keep receipts and ask the actual service provider in writing; this page cannot promise refund entitlement.
Prepare a document inventory, but avoid buying time-limited certificates or translations until there is a real current checklist and reasonably foreseeable submission date.
IEFP steps featured in older general job-seeker materials. Without a current skilled-category checklist, do not claim an old IEFP document is a present eligibility requirement or an appointment substitute. J1, J3
No current operational qualified-job-seeker application channel was verified, so do not promise accompanying-family visas under that scheme. For active employment routes, assess the specific family entry/reunification rules separately.
No final operational 2026 qualified-job-seeker means-of-subsistence amount was verified. Old numerical rules should not be repackaged as a current fee or bank-balance requirement.
No. Even the statutory framework links later residence to eligible employment and compliance with general residence requirements. Authorities retain discretion and documentation requirements. J1
Publication of the implementing skills ordinance, updated regulatory rules where required, official consular acceptance notices, a live correct category and current checklist are stronger evidence than agency advertisements. J1, J3, J4
A credible service is eligibility triage, credentials preparation, employer-route comparison and official-status monitoring—not an application or appointment promise for a non-operational category.
Build a documented professional profile, approach real Portuguese employers, check current contract-based immigration routes and monitor original official sources for a lawful skilled job-seeker opening. J6, J7, J10
The Portuguese Ministry of Foreign Affairs still labels this category NOT YET AVAILABLE at consulates, pending regulation of Article 57-A. Do not book an appointment or pay a fee based solely on a private provider’s claim; check the ministry status page and the relevant consulate.
The former general-purpose application route stopped accepting new applications on 23 October 2025. Law 61/2025 introduced the narrower skilled category, but legal creation did not itself open consular submissions.
No final official list of specialised technical skills or qualifying professions was verifiable at this review. A degree or work experience can be useful evidence for other routes, but neither establishes eligibility for an unopened category.
No confirmed official launch date was available in the Ministry of Foreign Affairs status information reviewed on 19 October 2026. Watch for both the implementing ministerial order and an updated consular application page.
Do not treat a claimed advance reservation as an authorised Skilled Job Seeker booking while MNE marks the category unavailable. A general booking calendar or payment receipt is not evidence that the specific visa can be submitted.
No. Historical checklists were created for a different statutory route. Some old administrative pages remain online for people with earlier visas; this does not mean new applications can use them.
Consider the employer-linked work visa such as D1 or, where eligibility matches, a highly qualified work pathway. A real contract, labour conditions, qualification evidence and consular jurisdiction must be assessed independently.
A short-stay entry is not a substitute for the unopened Skilled Job Seeker application. In-country exemptions under some distinct highly qualified residence frameworks require individual statutory assessment; do not extrapolate them to tourists generally.
Article 57-A retains a general reference to 120 days and a potential further 60 days. These figures describe the statutory concept, not a current application window or permission to enter without an issued visa.
No. Article 57-A describes highly qualified professional activity, and the detailed specialised skills gate is to be established in implementing regulations. An applicant should not treat an expected future visa as authorisation for unrelated employment.
Do not publish an unconditional financial threshold for a route that is not yet operational. The competent authorities must confirm the current checklist and any additional rules before an applicant treats a figure as final.
We can assess existing work, entrepreneur, study and remote-work routes, identify missing evidence, and track the regulatory opening through official sources. We cannot file or book an unavailable visa or guarantee a future eligibility outcome.
Reference labels in the copy map to these sources. Recheck live authority wording, implementing rules and portal instructions immediately before publication or filing.
This page is general educational information. It does not constitute legal, tax, regulated financial or investment advice. Only the competent authorities decide applications.
We do not sell applications or appointments for a route without verified operational availability. We can review real employment-based alternatives and the evidence needed for them.
