Each answer distinguishes the official rule from the facts and documents needed for an individual assessment.
What is Portugal’s D2 residence visa?
D2 is the usual name for Article 60 residence visas for independent professionals and immigrant entrepreneurs. The two statutory branches have different conditions, so begin by identifying the actual professional or investment activity.
Is D2 only for people who create a Portuguese company?
No. Independent professionals with qualifying service agreements can pursue the professional branch. Entrepreneur applicants may evidence qualifying investment or available funds and intention to invest. Company formation can support, but does not alone establish, eligibility.
Do I need €50,000, €25,000 or another fixed investment?
Article 60 does not set one universally applicable fixed investment amount for every D2 entrepreneur. The authorities instead assess qualifying investment or sufficiently evidenced accessible funds and a genuine investment intention, together with the general visa criteria.
Can a small local business qualify?
Potentially. Restaurants, shops and service companies can be assessed under the entrepreneur framework, but the underlying plan must be real, lawful, funded and implementable. A small business does not automatically fail for lacking venture-capital scale.
Can I qualify as a freelancer?
Potentially through the independent professional branch if your services and professional capacity fit Article 60(1). Support the application with service contracts or written proposals and, when applicable, regulated-profession recognition.
Is one service contract enough?
There is no honest universal yes/no answer: evaluate whether the contract meets the legal branch, whether it is genuine, the work can lawfully be performed, the income/resources are credible and general visa requirements are met.
Do my clients have to be Portuguese?
The correct question is how the proposed activity meets the legal conditions and documentary requirements for the independent branch, especially the nature of the service agreement and business carried on from Portugal. Cross-border business may warrant D8 comparison if work is primarily remote for entities outside Portugal.
Can I apply with no business experience?
The statute does not prescribe a universal experience-years threshold, but the credibility of execution matters. A first-time founder should substantiate skills, partners, suppliers, commercial validation and a conservative, supported budget.
Must I incorporate before the D2 application?
Not as an absolute rule for all applicants. Article 60(2) contemplates a proposed qualifying investment, while an already-incorporated business may serve as supporting evidence. Timing should match the chosen branch, consular checklist and legal/tax advice.
Can I open a company in Portugal while living abroad?
Portuguese company-formation procedures allow various structures and identification methods, subject to applicable representation and registration rules. Incorporation and immigration authorisation remain legally distinct.
How much does company registration cost?
The official Empresa na Hora service lists €360 for ordinary in-person incorporation. Online company-creation services have different tariffs. These are business registration fees, not D2 visa costs.
What should a D2 business plan contain?
A credible plan connects customer problem and demand, products/services, local competitors, pricing, founder competence, operations, permits, capital sources, month-by-month cash flow, financial risks and realistic start-up milestones.
Will the government require me to hire Portuguese workers?
Do not claim a universal job-creation quota for all D2 applicants. Employment benefits can strengthen a real project where justified, but the legal Article 60 requirements are not identical to an investment visa’s numerical criteria.
Do I need a business bank account?
An entrepreneur must substantiate financing available in Portugal and how the investment will be made. The exact bank documentation depends on the facts and the competent consular post; a particular type of bank account should not be represented as universally obligatory absent authority-specific guidance.
Can my company capital also cover personal living costs?
Do not count the same restricted or committed funds twice. The business requires its own operating runway and the applicant must show real means of subsistence and housing. Explain clearly what belongs to the company and what is personally available.
How much is the D2 visa fee?
The government D2 service guidance lists a €90 consular charge. Charges through an application centre, legalisation, translation and later AIMA procedures are separate and should be checked at the date of application.
How long does the D2 process take?
Gov.pt lists a 60-day service period, but that is not a complete appointment-to-card guarantee. Consular appointment scarcity, requests for further evidence and AIMA scheduling can change the end-to-end timeline.
How long is the residence permit valid?
AIMA’s Article 89(1) information describes a two-year initial temporary permit, renewable for successive three-year periods, provided legal conditions remain met.
What happens after I arrive in Portugal?
For the AIMA independent-activity permit, official guidance includes tax/Social Security commencement proof, services agreement, company registration certificate or recent receipts depending on circumstances, together with visa, passport and address evidence.
Do I need a Portuguese accountant?
It depends on legal form and tax regime. For companies and organised accounting, a certified accountant can be necessary; a freelancer may be under a simplified regime. Choose the appropriate structure before contracting or invoicing.
Is D2 the same as the IAPMEI Startup Visa?
No. The Startup Visa is a distinct incubator-based programme for eligible innovative ventures. Ordinary small-business or independent professional D2 cases should not be represented as automatically eligible for startup incubation.
Can I move with my spouse and children?
There may be accompanying-family visas or later reunification, but these are different procedures. Law 61/2025 revised Article 98’s general waiting framework, spouse treatment and dependent-child exceptions; check eligibility, means and documents case by case.
Can I enter as a tourist, open a company and claim the old Manifestação de Interesse route?
Do not base a new case on that plan. AIMA states that Article 89(2)’s visa-exemption route was revoked for newly initiated processes from 4 June 2024. Pre-existing cases have transitional treatment.
Can I change the nature of my business after receiving a D2 card?
Law 62/2026 added Article 89(6), providing for a change in nature of independent activity by notification to AIMA without a new card solely for the change. Business licences, tax filings and professional rules still apply.
Does a Portuguese company guarantee permanent residency or citizenship?
No. Corporate ownership does not replace lawful personal residence or the separate conditions of later immigration or nationality procedures, which can change by law.
What should Portugal Path review before I invest money?
We propose legal-branch screening, market and funding assessment, separation of household and business capital, document-source mapping, licence and tax coordination, a consular checklist and an AIMA post-arrival checklist. No approval guarantee is sold.
What is the difference between an independent-professional D2 and an entrepreneur D2?
The professional branch relies on genuine independent service activity, appropriate contractual evidence and professional qualifications where regulated. The entrepreneur branch instead requires the applicant to describe a real investment, its nature and duration, and substantiate access to funds and business viability. The branches should not be combined into a generic company-registration checklist.
Can I apply with a new Portuguese company that has no turnover?
A newly incorporated entity may form part of a credible entrepreneur case, but its existence does not guarantee approval. The applicant should explain investment funding, market demand, licences, premises where relevant, cash runway and the ability to meet personal living costs separately from business expenses.
Do I need to hire a minimum number of employees for the ordinary D2 route?
The ordinary Article 60 entrepreneur route does not state a universal headcount that guarantees eligibility. The particular project and legal category matter. Do not import the separate Startup Visa requirements or advertised recruiter quotas into an ordinary D2 assessment.
Can a consultant use several Portuguese clients?
Potentially, if the independent-service relationship is genuine and legally permitted. Show who the clients are, the scope of work, contract or proposal terms, realistic payments and any necessary professional registration. Merely issuing invoices does not replace the consular and AIMA requirements.
Should I transfer all my business capital to Portugal before visa approval?
Not automatically. The entrepreneur checklist asks for available funds in Portugal, including funds from Portuguese financial institutions where relevant, and an identified investment intention. Money movement should follow a documented funding strategy after examining banking, business, tax and immigration risks, not a sales promise of approval.
