Portugal D7 Visa 2026: Live on Your Own Income

D7 is a residence route for retirees and people who can establish genuine, available and sustainable own-income resources. The question is not simply how much sits in a bank account, but where the money comes from and how it will support your household.

Who D7 is for—and what “passive income” really means

Portugal’s official government service covers retirees, members of religious orders and people living on their own income. For readers considering the commonly named D7 route, the relevant own-income sources include pensions, rents from immovable property, financial investments, intellectual-property receipts and other verifiable income arising from owned assets. A persuasive file identifies the underlying asset or pension entitlement, proves actual receipts, and demonstrates that the funds are available to support residence in Portugal. It does not rely on a slogan that any savings account will qualify.

The 2026 subsistence reference: base, family and annualised numbers

Portaria 1563/2007 links means of subsistence to the Portuguese minimum monthly wage and uses 100% for the first adult, 50% for each additional adult and 30% for each dependent child or qualifying dependent. With the mainland wage set at €920 in 2026, the indicative monthly references are €920 for one adult; €1,380 for two adults; and €1,656 for two adults and one child. Over 12 months those arithmetic figures are €11,040, €16,560 and €19,872. These are calculation references—not a universal guarantee of D7 acceptance or a substitute for stable, regular income and consular rules.

Why proof of one year matters

Article 5(6) of Portaria 1563/2007 specifically requires the residence-visa applicant relying on pension or own income to have means secured for not less than 12 months and to evidence their availability in Portugal. Pensioners need proof of pension income and its receipt or availability; own-income applicants must demonstrate the existence and amount of income from assets, intellectual property or financial investments and its availability in Portugal. This is why income continuity and transferability are central; a single account screenshot is normally inadequate as an evidence strategy.

04 / LEGAL & EVIDENCE REVIEW

Pensions: source, payment, permanence and access

Retirees should obtain a pension-award or entitlement letter, payment statements showing regular deposits and bank records matching the entitlement. If income is paid in a currency other than euro, prepare a traceable conversion explanation; if a pension is subject to restrictions on transfer abroad, explain how funds will be accessible for living costs in Portugal. Private and public pensions may face different tax treatment under applicable treaties; immigration eligibility does not determine tax liability.

05 / LEGAL & EVIDENCE REVIEW

Rental income: prove it beyond the lease

A rental property can support D7 where ownership, lawful rental arrangement and actual receipt of rent are demonstrated. Present a coherent set: title or registry evidence, lease, relevant receipts or tax documentation and bank deposits. Explain management costs, vacancies, encumbrances, co-ownership and irregular distributions. A property’s appraised value is not the same as rental income. Income that stops when you relocate should not be treated as sustainable without explanation.

Dividends, interest, royalties and other investment returns

Financial-asset income can be relevant, but distinguish an asset’s market value from the income it generates. Dividend declarations, brokerage statements, distribution records, interest statements and royalties agreements may show the source and history of receipts. If income is discretionary, volatile or paid only once a year, explain how twelve months’ subsistence will be secured. Unrealised capital gains and unused borrowing capacity are not equivalent to recurring distributable income.

Savings and a Portuguese bank account: separate three questions

The first question is whether your own-income category is proven; the second is whether your household’s means are sufficiently stable and available in Portugal; the third is whether the competent consulate asks for a particular banking format or locally held reserve. Neither Article 5(6) of Portaria 1563/2007 nor the general gov.pt service description establishes a universal rule that every D7 applicant must already have a Portuguese bank account. Individual consular checklists can require additional documentary proof. Never claim that €11,040 in any bank automatically secures a D7 visa.

08 / LEGAL & EVIDENCE REVIEW

Accommodation: document a real right to stay

Gov.pt lists accommodation conditions among residence-visa documents, while the post-arrival AIMA checklist under Article 77 asks for a residence-address declaration and documentation reflecting the legal basis of occupation. Some consulates have more specific pre-application accommodation requirements; for example, published UK checklists describe a twelve-month accommodation evidence approach. That UK document does not itself create a universal requirement for every consular district.

Households, simultaneous accompanying visas and later reunification

Where qualifying family members seek residence with a D7 applicant, Article 58(5) permits simultaneous accompanying-family residence visa applications, supported by the implementing regulation’s proof of family links and sufficient resources. Later family reunification after the principal holds residence follows a separate legal framework, including Article 98’s general waiting period and exceptions introduced in October 2025. Analyse spouse, dependent children and other relatives individually; neither inclusion nor timetable should be promised.

From consular visa to the AIMA residence permit

The residence visa allows entry to pursue the residence-permit application; it is not itself the AIMA residence card. AIMA’s general Article 77 guidance identifies documents including a valid passport and residence visa, means of subsistence, Portuguese address declaration and supporting entitlement to occupy the property, health insurance or SNS cover, plus tax and social-security registration where applicable. The ordinary temporary permit is described as valid for two years and renewable for successive three-year periods.

Tax residence, pensions and foreign investment income

A D7 visa does not create a zero-tax regime. The Portuguese Tax Authority’s residency tests include presence for more than 183 days in a qualifying period or having a habitual home under the statutory test; resident individuals generally fall within Portuguese worldwide-income reporting, subject to exemptions, treaty allocation and available relief. Do not promise the former non-habitual-resident regime or assume that a foreign pension, rent or dividend remains untaxed once the applicant lives in Portugal.

12 / LEGAL & EVIDENCE REVIEW

What can make a strong-looking D7 application weak?

Examples include recently fabricated or untraceable deposits, a rented property with little demonstrable net income, a dividend distribution that is not repeatable, inconsistencies between tax filings and banking documents, undisclosed dependants, missing lawful-residence evidence for the consular district, mislabelled professional earnings as “passive”, or accommodation evidence unsupported by a legal right of occupation. The audit should test the story of the funds from legal entitlement to actual receipt and accessible reserve.

Fees and timing without false certainty

Article 58 establishes a general 60-day residence-visa decision period and four-month visa validity for a residence-permit application, but real appointment and post-arrival timelines depend on jurisdiction and availability. Verify the current consular tariffs and any external service provider charges; do not repeat old fixed fees from older government translations. AIMA updated administrative fees from 1 March 2026. Translation, legalisation, health cover, rent deposits and professional services are separate cost categories.

Illustrative applicant profiles · not case outcomes

How the rules change in real situations.

These are hypothetical illustrations, not client stories or authority decisions. They show why the same headline income can lead to different evidence strategies.

SCENARIO 01

Pensioner with regular documented income

A retiree receives a verified monthly pension of €1,250, paid consistently and accessible in Portugal. For one adult, the numerical subsistence reference is €920 per month. The real assessment should still document pension entitlement, payment history, currency and transferability, accommodation, required insurance and competent consular jurisdiction. An otherwise adequate pension can be undermined by a mismatched surname, an invalid criminal record certificate or uncertain housing proof.

SCENARIO 02

Landlord with significant assets and uneven rent

An applicant owns two rental units worth considerably more than the minimum annual reference. The market valuation is not the income test. One apartment is vacant and the second produces irregular net proceeds after costs. The file should reconcile lease terms, receipts, expenses and actual available income; a shortfall cannot be disguised by quoting portfolio value. Additional legitimate financial resources may matter, but the category still requires evidence of sustainable support.

SCENARIO 03

Couple living on dividends

A couple receives annual dividends from an overseas company, with a recent €22,000 distribution and a documentary history of previous distributions. The arithmetic annual reference for two adults in 2026 is €16,560, yet the legal existence, amount and availability of dividends need evidence. A board resolution, company financials, distribution records and the source bank account may matter. A one-off liquidation of capital is a different fact pattern and should not be described as recurring passive income.

SCENARIO 04

Household with a minor child and a mixed-income profile

Two adults and a dependent child have a pension, rental income and some occasional consulting receipts. The simplified subsistence reference is €1,656 monthly or €19,872 for 12 months. The consultancy work may raise whether D7 is still the appropriate principal route. Simultaneous family visa eligibility, school planning, health cover and accommodation need distinct reviews. A sound recommendation may involve D7, D8 or another route depending on where the main sustainable income truly comes from.

Answered, not merely listed

Questions applicants actually need answered.

The answers below distinguish the law, official checklists and individual judgement. Read them before choosing the route.

Is the Portugal D7 visa still available in 2026?

Yes. The current Portuguese government service explicitly describes a residence visa for retirees and persons living on their own income. It has not been replaced by D8.

What is the official name of D7?

“D7” is commonly used shorthand. The published government service refers to a residence visa for retirees, members of religious orders and people living on their own income. Eligibility is based on the official category and documents, not the nickname.

Is the minimum €920 a month in 2026?

€920 is the 2026 mainland guaranteed monthly wage, used as the base subsistence reference for the first adult under Portaria 1563/2007. Authorities assess the whole application and evidence; €920 is not a universal automatic D7 approval threshold.

Why do advisers mention €11,040?

It is 12 × €920, the first-adult arithmetic reference for twelve months of support in 2026. The regulation explicitly requires certain pension and own-income residence applicants to secure means for not less than twelve months. It does not mean that a one-off account balance alone proves qualifying recurring income.

What is the reference for a couple?

The basic household arithmetic is 100% for the first adult plus 50% for the second adult. At the 2026 wage, this is €1,380 per month or €16,560 over twelve months, subject to the actual family route, legal interpretation and consular proof rules.

What about a couple with one dependent child?

Using Portaria 1563/2007 percentages gives 100% + 50% + 30% = 180% of €920, or €1,656 monthly and €19,872 over twelve months. These are illustrative reference figures, not a promise that the entire family may submit under a particular process.

Can pensioners qualify?

Potentially yes. The applicant must evidence the pension amount and demonstrate receipt or availability of income in Portugal, along with the general residence-visa requirements.

Does rental income count?

Potentially yes. Proof should link ownership, lease, receipt of rent and financial availability. If the rental is heavily mortgaged, vacant or inconsistent, the net usable income and continuity must be explained.

Do dividends and investment income count?

Potentially. The regulation expressly refers to financial investments and income from movable property and intellectual property. Actual distribution history and availability usually tell a stronger story than portfolio valuations.

Does owning a valuable property abroad qualify me?

Property value does not by itself establish accessible recurring income. A property generating documented rent may support the file; an illiquid unused asset is a different kind of evidence.

Can I qualify with a €50,000 bank balance and no income?

Do not assume that. The government category is for persons living on own income; the regulation emphasises existence, amount and availability of the relevant income and resources for the required period. Ask the responsible consular post to clarify borderline cases.

Must I open a Portuguese bank account before applying?

No universal statutory D7 bank-account prerequisite appears in the cited own-income provision. A particular consular checklist may nevertheless require evidence of transfers or funds available in Portugal. Verify the jurisdiction-specific instructions before opening an account solely for visa purposes.

How much history of passive income do I need?

The regulation focuses on established and available means for at least twelve months, but it does not prescribe one universal number of past bank-statement months for every D7 application. The applicable consular checklist can specify documentary history.

Can I use salary from an overseas employer for D7?

Salary is professional rather than classically passive income. If you actively work remotely for a foreign employer, D8 may be a more appropriate route. Where the facts are mixed, compare the legal categories before filing.

Can I run a business in Portugal on D7?

Do not select D7 on the assumption it replaces an entrepreneur or employment visa. Whether work is permitted after a particular residence permit is granted is a separate legal question; the original visa must still truthfully fit the applicant’s purpose and evidence.

Do I need a one-year rental contract?

Accommodation is part of the general visa evidence, and certain consular checklists specify a twelve-month approach. That should not be portrayed as a single uniform rule across all consulates; check the competent post.

Can a spouse and children apply alongside me?

Simultaneous accompanying-family applications may be possible under Article 58(5), with qualifying family relationships and sufficient resources. Later reunification is a separate procedure, and the current waiting-period rules and exceptions must be reviewed.

Are the two-year family reunification rules relevant to D7?

Yes, for later reunification the Article 98 framework may be relevant, subject to its spouse and dependent-child exceptions and the particular application. It is not correct to collapse it into simultaneous accompanying-family visa practice.

How long is a D7 residence visa valid?

Under Article 58, a residence visa generally permits two entries and a four-month stay to request the residence permit. Check what the issued visa actually says.

How long is the first residence card valid?

AIMA describes ordinary temporary residence under Article 77 as initially valid for two years, renewable in successive three-year periods, subject to continued eligibility and any later applicable changes.

Is Portuguese health insurance necessary?

Valid travel insurance appears on the government residence-visa checklist; at the AIMA stage, health insurance or evidence of SNS coverage appears on the general permit checklist. The insurer, dates and coverage should match the stage-specific rules.

Is D7 tax-free for foreign pensioners?

No. Portuguese tax-residence rules may apply, and the tax treatment of pensions, rent and dividends can vary under domestic law and treaties. Do not assume a historic preferential regime applies to new movers.

How long does D7 processing take?

The law generally sets a 60-day residence-visa decision period. Consular appointments, case complexity, documents and subsequent AIMA scheduling can make the end-to-end immigration timeline different.

Can I move to another Schengen country using a D7 card?

A Portuguese residence card may confer short-stay Schengen travel rights under applicable rules, but it does not automatically grant long-term residence or employment rights in another member state.

Does D7 guarantee a Portuguese passport after five years?

No. Citizenship is a separate legal process and its eligibility rules can change. Do not confuse an immigration residence card with nationality, permanent residence or EU-wide work rights.

What does Portugal Path evaluate before recommending D7?

We propose a source-of-funds and sustainability review, household means calculation, consular checklist matrix, accommodation and document-formality audit, and separate tax/legal referrals when necessary. We do not sell approvals or certify eligibility that public authorities decide.

Can a D7 applicant combine a pension with rental or dividend income?

Different legally sourced income streams can be evidenced together, but each requires traceable proof of entitlement, receipt, regularity and availability in Portugal. A calculation alone cannot settle whether a particular consulate accepts every component.

Is the 12-month reference a guaranteed bank deposit requirement?

No. Portaria 1563/2007 states a minimum period of supported means for the relevant own-income residence category, while the competent post evaluates how income and funds are evidenced. Check both recurring-income proof and accessibility of resources without claiming that a fixed deposit secures approval.

Do household calculations prove that my family can submit applications together?

No. The adult/child percentages establish an indicative subsistence calculation, not an automatic procedural right. The possibility of accompanying-family applications and the conditions for later family reunification must be assessed under current law and the chosen consular channel.
