How Portugal treats team applications — and why every name on the application has to matter
Startup Visa can include up to five entrepreneurs on one project. That does not turn the application into a group visa: every founder carries individual eligibility and financial evidence, and the team cannot be casually changed after approval.
A five-person founding team can look stronger than a solo founder. It can also make a Startup Visa application five times more complicated. For the end-to-end institutional sequence around the team, use the Portugal Startup Visa process guide.
The programme allows one or more entrepreneurs per project, up to a maximum of five. But IAPMEI’s FAQ also makes clear that each candidate’s individual contribution must be essential and each entrepreneur must satisfy the relevant personal requirements.
A team application is one project with several accountable founders — not one strong founder carrying four passengers.
Portugal Startup Visa multiple founders: Rule 1 — maximum five entrepreneurs per project
IAPMEI’s published FAQ says Startup Visa welcomes one or more entrepreneurs per project, up to five elements, and residence visas under the programme can likewise be granted to a maximum of five project members.
That is a team cap, not a recommendation. A project should include the founders it genuinely needs.
Rule 2 — each founder must be essential
The programme criteria require the individual contribution of each candidate to be essential to development of the entrepreneurial project.
This is one of the best tests for team composition. If removing a founder does not change product, sales, operations, regulation, technology or management capacity, the application should explain why that person is a Startup Visa entrepreneur rather than a later employee/adviser.
Build the founder table before writing biographies
| Founder | Owns | Evidence of capability | Why essential now |
|---|---|---|---|
| CEO / commercial lead | Market, partnerships, sales, fundraising | Relevant sector/commercial track record, customer work | Without this role the project cannot validate and sell. |
| CTO | Architecture, product, security | Technical build history, prototypes, code/product ownership | Core product cannot be delivered without technical leadership. |
| Data / domain lead | Models, specialist methodology, data strategy | Research/domain credentials or proven applied work | Creates defensible product intelligence. |
| Operations / compliance | Implementation, regulatory process, customer onboarding | Relevant operational/regulatory experience | Necessary if product operates in regulated/complex environment. |
| Additional founder | Must own a genuinely distinct critical function | Evidence proportional to role | Avoid ceremonial titles. |
Rule 3 — the personal money rule multiplies
Article 11 established the 2026 personal subsistence amount: €6,445.56 per entrepreneur.
IAPMEI’s FAQ says the condition must be proved individually by bank statement where there is more than one entrepreneur.
That means a four-person project is not financially documented by one founder showing €25,782.24 and the others showing no personal evidence. The official programme guidance treats the requirement per person.
Rule 4 — one entrepreneur, one active Startup Visa project
IAPMEI’s FAQ states that the same entrepreneur cannot apply to Startup Visa with two different projects at the same time.
Only after rejection or withdrawal can the same entrepreneur apply with another project. This protects the programme’s logic that the candidate has an effective, essential interest in the specific entrepreneurial project presented.
Rule 5 — do not plan to add a co-founder after approval
IAPMEI states that new entrepreneurs cannot be added after a favourable evaluation.
If the team must change by adding founders, the published alternative is to cancel the initial application and formalise a new application including the additional elements.
This is a serious sequencing issue. Finalise the immigration-relevant founding team before submission, not after the investor deck evolves. For the clocks that make this founder-list sequencing consequential, use Portugal Startup Visa residence permit validity.
What about a Portuguese co-founder?
A Portuguese citizen does not need Startup Visa. The presence of a Portuguese founder does not necessarily prevent the foreign project founders from using the programme, but the company/project structure matters.
IAPMEI’s FAQ says a company involving a foreign and Portuguese citizen can fit where the company is established outside Portuguese national territory, while the programme application leader is a qualifying foreign entrepreneur without permanent residence in the Schengen Area.
This is a good example of a case where corporate sequencing should be checked before incorporation. Article 15 takes that question in detail. When incorporation becomes relevant, compare Lda vs Unipessoal Lda in Portugal. Treat share capital for a Portuguese company as a separate funding/design decision, not a proxy for how many Startup Visa founders the project has. For the corporate sequencing decision itself, use Portugal Startup Visa company before applying.
Three team mistakes I would correct before the incubator sees the deck
Five founders with identical job descriptions
If everyone is “strategy and business development”, the application does not show complementary management capacity.
A founder included only because they need residence
Startup Visa is a project programme, not a general team-relocation channel. Immigration need is not an essential business contribution.
The invisible founder
A person has an important title but no project tasks, CV evidence, ownership or execution responsibility. That weakens the “essential contribution” story.
A clean multi-founder application
Choose only founders whose contribution is necessary at the current stage.
Assign non-overlapping ownership of product, market, operations and other critical functions.
Show evidence that each founder can execute the function assigned.
Prepare individual eligibility and financial evidence for every Startup Visa entrepreneur.
Confirm no founder has another active Startup Visa project application.
Freeze the Startup Visa founder list before submission; do not assume additions are easy after approval.
The strongest team is not the largest team. It is the smallest group that makes the project materially more executable — and can explain why every member belongs on the Startup Visa application.
