Start with the worker’s gross monthly remuneration. The general Social Security contribution rules published by gov.pt and the Instituto da Segurança Social show a 34.75% combined rate for ordinary employment with a profit-making employer: 11% belongs to the worker and 23.75% to the employer. The employer withholds the worker’s 11% from salary and pays both portions to Social Security.
Employee net estimate = gross remuneration − employee Social Security − IRS withholding.
Basic employer payroll cost = gross remuneration + employer Social Security.
This is a payroll estimate before meal allowance, insurance, benefits, garnishments, collective-agreement items, special contribution rates or other payroll components.
Then calculate IRS withholding using the correct family table. The Tax Authority’s 2026 mainland withholding tables use a marginal rate and a parcela a abater, meaning an amount deducted in the withholding formula. Where dependants apply, an additional amount is deducted for each dependant. This is why multiplying a salary by the marginal percentage usually overstates the actual amount withheld.

At €2,000, for example, Table I applies a 31.10% marginal withholding rate and a €320.66 deduction. The arithmetic is €2,000 × 31.10% − €320.66 = €301.34, which becomes €301 after statutory rounding. Which Salary Figure Should You Put Into the Calculation?
A Portugal payroll tax calculator is only as reliable as the salary basis entered. Portuguese offers may describe remuneration as a monthly base salary, an annual gross package, or a monthly amount with holiday and Christmas allowances paid separately or in duodécimos. Before comparing two offers, convert them to the same annual basis and then model monthly cash flow.
Use the actual gross remuneration for the month when estimating that month’s ordinary payroll deductions.
Check whether the annual figure already includes the 13th and 14th payments before dividing it into a monthly figure.
Separate salary from meal allowance, bonuses, insurance and other benefits because different components can have different tax or contribution treatment.
For example, €28,000 described as annual base remuneration can correspond to €2,000 paid 14 times. Dividing €28,000 by 12 would give €2,333.33, but using that as the ordinary monthly salary in the withholding table would be the wrong cash-flow model if the contract actually pays €2,000 plus two separate allowances. Conversely, if a contract states a fixed annual package already spread across 12 payments, you should not add two extra salary months again.
Employers should make the same distinction when budgeting. The monthly employer-cost formula gives the cost of one contributory salary payment; the annual budget must reflect how many contributory payments are contractually due and what other compensation is provided. This prevents a common error: comparing one worker’s annual total package with another worker’s monthly base salary multiplied by 12.

With two dependants, the additional Table III deduction lowers withholding further to €88, producing an illustrative €1,692 net. Employer Payroll Cost: Gross Salary Is Not the Full Budget
For a standard profit-making employer, the 23.75% employer Social Security contribution sits on top of contributory gross remuneration. It is not deducted from the employee’s gross contractual salary. This distinction is central when a company uses a Portugal payroll tax calculator to cost a hire rather than to estimate a worker’s take-home pay.

The annual examples assume 14 equivalent contributory salary payments: 12 ordinary monthly salaries plus holiday and Christmas allowances. The Social Security contributory code includes base remuneration, holiday remuneration, and holiday and Christmas allowances in the contributory base in the general regime. Actual employment cost can still be higher because of meal allowance, occupational accident insurance, health benefits, payroll service fees, bonuses, collective-agreement obligations or other compensation.
Why Portugal Often Uses 14 Salary Payments
Portuguese employment commonly includes a Christmas allowance and a holiday allowance in addition to ordinary monthly salary. For IRS withholding, Article 99-C of the IRS Code requires these allowances to be withheld separately rather than simply added to the ordinary salary of the payment month. If an allowance is paid in fractions, withholding is proportionate.
This changes how salary offers should be compared. A quoted €2,000 monthly base paid 14 times corresponds to €28,000 of annual base remuneration, not €24,000. Monthly Withholding Is Not the Final Annual IRS Bill
IRS withheld on a payslip is a prepayment. The final annual assessment uses annual taxable income, applicable deductions and tax credits, household rules, other income and the tax already withheld. The 2026 general IRS rates in Article 68 run from 12.50% in the first taxable-income band to 48% above €86,634 of taxable income. Those annual brackets are not the same thing as the monthly withholding table.
That distinction matters when a worker asks whether a monthly result predicts an IRS refund or additional tax. It does not. Final liability may change with deductible expenses, joint or separate taxation, income from other categories, foreign income, special regimes and the specific employment-income deduction. A payroll estimate is therefore appropriate for monthly cash-flow planning, while annual tax planning needs the wider tax return.
Employer Payroll Calendar: What Happens After the Calculation
For employers, payroll is not complete when the payslip is produced.
